Norm Ketola, Consulting Associate

Norm is a graduate mechanical engineer with more than forty years of experience in the public transportation industry. His diversified experience covers the planning, design, development and evaluation of bus, rail, and paratransit systems. Norm has managed more than 100 projects for federal, state and local transit agencies, dealing with transportation issues in all types of community settings – rural, small cities, and major metropolitan areas.
Working with Nelson\Nygaard since 2000, his efforts have been focused in the areas of ADA paratransit and transit accessibility, coordinated public transit – human services transportation planning, and transit vehicle engineering and procurement. Norm’s project experience in these areas includes: development of transit bus specifications and technical evaluation of bids; evaluation of alternative fuel vehicles; a national assessment of progress in meeting ADA requirements for accessibility of transit vehicles and facilities; and evaluation of paratransit system performance in major metropolitan areas.

Gail Murray, Consulting Associate

Gail has managed all aspects of projects, including program design, operations, budgeting, and staffing. She is a certified Disadvantaged Business Enterprise (DBE) and is a consulting associate with Nelson\Nygaard. Her specialties are policy development, public transit research, group facilitation, and design and implementation of mobility options to the single-occupant automobile. She has been Principal Investigator of several Transportation Research Board studies and project manager for community-based transportation plans.

Gail is a research associate with the Mineta Transportation Institute at San Jose State University. She was previously the Acting Assistant General Manager at AC Transit District in Oakland, CA, Acting Director of Transportation for the University of California at Berkeley, and General Manager of a private, non-profit paratransit company. She is an elected member of the Bay Area Rapid Transit District (BART) Board of Directors and a former Mayor of Walnut Creek, CA.
