Stanislaus Regional Transit Runabout (StaRT)




Transit Manager Brad Christian explains that prior to Runabout, Stanislaus Regional Transit (StaRT) operated general public dial-a-ride services that suffered from high trip denials, poor ridership, and low farebox recovery. Looking to improve the situation, StaRT conducted studies and chose deviated fixed route service to replace its failing dial-a-ride. To emphasize the service switch, the agency chose the name "Runabout." The new service has been successful, and allows StaRT to now provide subscription services for those who need it.

What challenged you during initial implementation of Runabout?
Brad said that the greatest challenge was educating the public on how the deviated fixed route services work. "People were confused; deviated fixed route is hard to define in terms of schedules and service areas," he explains. The service was also new for the contractor, and that took additional time to work out.

What are some important lessons learned during the process and in getting things running?
Passengers are not likely to use deviated fixed routes if there is another fixed route operating nearby, according to Brad. He also elaborates that, "if your contractor doesn't understand how the service works, it won't succeed." Lastly, Brad cautions to allow enough time to get the service running.

How are things going now?
The Runabouts are performing better than expected. Ridership is up on all four routes, while denials and complaints are down. Two of the routes have continued as deviated fixed routes, while two were converted to zonal coverage that allows StaRT to dictate where and when service will occur.

What do your passengers think of the service?
People definitely like the new Runabout service. Brad emphasizes that, "denials dropped from 250 per month to only 10 in January, 2002." Passengers no longer call to book rides. "We now provide a standardized service that also allows subscription services," he adds.

What are your next plans?
As Runabout continues, StaRT hopes to refine the service, changing stops, times and other operational factors to meet riders' needs. The new services also leave room for improved dial-a-ride operations. "Runabout works well," proclaims Brad. "We're very happy."
