Nelson\Nygaard opens its Seattle Office!

Nelson\Nygaard Consulting Associates is pleased to announce the addition of a Seattle office, located in the heart of the city at 1402 Third Avenue, Suite 1200. Tim Payne, Manuel Soto and Becca Aue are the founding members of our growing Seattle staff.

Tim Payne, Principal, Seattle Office

im joins our Seattle office following a 21+ year career with Pierce Transit in Tacoma as their Senior Operations Planning Manager. At Pierce Transit, Tim oversaw the implementation of Transit Signal Priority which resulted in a remarkable
30 to 45% reduction in transit signal delay. A leader in transit design, he directed creation and implementation of highly successful new modes of service at Pierce Transit including the “trunk route” service design that has boosted transit ridership on three routes by more than 35% while improving productivity .www.piercetransit.org/schedules/1/1.htm

His first big project assignment will be serving as Associate Project Manager and Transit Lead for the Urban Mobility Plan. Nelson\Nygaard was recently awarded this contract to devise a “Surface + Transit” strategy for the removal of Seattle’s Alaskan Way Viaduct, the double-deck freeway running along the downtown waterfront. The plan will include not just surface roadway adjustments and transit improvements, but also a comprehensive urban design, freight, land use and community outreach approach. Tim’s experience implementing Intelligent Transportation Systems (ITS) in Tacoma will help us make transit run more efficiently in Seattle.

Manuel Soto, Senior Associate, Seattle Office

Manuel has more than 12 years of experience in urban design and planning, transportation planning and transit operations planning. She also helped facilitate high level policy discussions between the City and Washington State Ferries on contentious issues such as fare strategies and peak-period pricing to minimize the future impact of autos on Seattle’s waterfront. At the Puget Sound Regional Council, Becca developed the bicycle and pedestrian elements of the region’s award-winning long-range transportation plan, Destination 2030, and produced a detailed implementation strategy for building the regional non-motorized network (http://www.psrc.org/projects/nonmotorized/bikestrategy.htm).

Becca will be working closely with Tim on the Urban Mobility Plan, and is Associate Project Manager for the Puget Sound Regional Passenger-Only Ferry Study (http://www.psrc.org/projects/ferry/index.htm) which will culminate in a long-range plan for foot ferries in 2008.
