The Trenton Transportation Master Plan (TMP) is a two-phase planning process that seeks to assess and improve the city's local and regional transportation network. The first phase of the TMP determined the city's transportation goals and objectives, assessed the city's existing transportation network, and proposed a set of preliminary transportation programs and projects.
Phase 1 Tasks were conducted in tandem with a broad public outreach effort that engaged key public agencies, local leaders, neighborhood organizations, and community representatives. In addition to forming a multi-jurisdictional Technical Advisory Committee (TAC) and conducting extensive stakeholder interviews, Nelson\Nygaard coordinated the TMP with several other local, state, and community based planning efforts. The result of this highly integrative outreach program is a dynamic preliminary plan that synthesizes over ten years of land use, economic development, and transportation planning in Trenton.
The second phase of the TMP involved coordinating the excellent land use planning and economic development documents already developed by the city and the region, "operationalizing" the city's goals, and tying them to strategic transportation performance indicators. These performance indicators each included quantifiable measurements and targets.
The second phase of the TMP also included the development of sub-area plans to identify transportation opportunities and constraints within the city's major redevelopment areas. An additional sub-area plan is being developed concurrently as the City of Trenton's Transit Linkage Plan, which Nelson\Nygaard is also preparing under separate contract. The Linkage Plan addresses the accessibility to, and circulation around, the Trenton Train Station (Amtrak, NJTransit, SEPTA), which serves as the City's multi-modal transit hub and is slated for major re-construction by New Jersey Transit.
The plan was developed with the support of key city agencies, business interests, the transit agency and the state DOT. Because of the quantitative approach and stakeholder participation process, the city now has a long-term implementation strategy and blueprint for future investments in the surrounding region's transportation infrastructure.
