"Transit Oriented Development" (TOD) has been a buzzword of the Smart Growth and New Urbanist movements for decades. Indeed, if we hope to contain sprawl and make our cities more livable, we must make the best use of land around existing and new transit facilities. Too often, however, new TODs lack an actual transit component. Some existing transit center areas suffer from intense competition for limited space around the center, resulting in spaces that are functional but unpleasant, or beautiful but unworkable. Nelson\Nygaard routinely teams with developers, urban designers, redevelopment agencies and transit agencies to help forge the compromises necessary to make transit center areas achieve their full potential.

San Francisco "Better Neighborhoods 2002." Nelson\Nygaard played two critical roles in the creation of three transit-oriented Specific Plans in San Francisco. The City identified three existing, low-density neighborhoods centered around major transit centers and asked a team of consultants to develop community-based plans for significant intensification of development. Nelson\Nygaard developed the community workshop strategy to lead citizens to understand the need for significantly more housing and to identify how policy and design details could improve - rather than worsen - their neighborhoods. Nelson\Nygaard is also currently leading the transportation planning effort for the Specific Plans in coordination with urban designers and economists. We are making recommendations about transit service improvements, bicycle and pedestrian enhancements, elimination of minimum parking requirements, and other provisions to allow a doubling of neighborhood density with the full support of local residents.

Pleasant Hill BART Station Redevelopment. Currently surrounded by 70 acres of featureless parking, the Pleasant Hill BART station has long been seen as a prime site for transit-oriented development. Recently, however, a proposal for a cinema megaplex was resoundingly rejected by the local community. Nelson\Nygaard is currently working with a multidisciplinary team of experts to create a new development plan that realizes the full potential of the site while reducing negative impacts on the neighbors. The plan is decidedly "New Urbanist" in nature with finely scaled streets and sidewalks, intensive housing and a retail mix that is primarily locally serving.
NASA Moffett Field Redevelopment. The recently decommissioned Moffett Field military base is being turned over to civilian high tech office and laboratory use. Since it is located in one of the most congested areas of Silicon Valley and has a light rail station on site, transportation issues have been paramount in the redevelopment plan. N\N has been working with a multidisciplinary team to shape the development plan to have the least traffic impact on surrounding communities. N\N has also been working with the surrounding communities to help them better understand the potential for TDM and to generate political support for this complex project.

Santa Monica Downtown Transit Study. This project evaluated alternatives for an off-street transit center in downtown Santa Monica. This center would be developed in conjunction with a larger effort to improve pedestrian mobility in the City. The study included an evaluation of value capture options for generating ongoing revenue from a capital facility.
