Elderly and Disabled Transit
- Developed a course on "Managing the Cost of ADA Paratransit". Instructor for the National Transit Institute, delivering the course at locations throughout the U.S.
- Has led numerous ADA paratransit studies for clients such as Marin County, Orange County, Reno, San Francisco, San Diego and others throughout the Western U.S. and beyond.
- Directed the review of approximately 60 ADA paratransit plans submitted to the Federal Transit Adminstration Regions II, VI and VII.
- Developed a plan for the San Francisco Bay Area Paratransit Technical Assistance Program which provides training and advice on the implementation of new technologies and innovative service design.
- Developed projections of nationwide demand for handicapped-accessible commuter rail and streetcar operations and created a model for estimating the cost per trip on such services over a 50-year period for the Urban Mass Transportation Administration (UMTA).
- Developed a course on "Re-inventing Transit: Planning Information-Based Transit Services.
- As part of a Transit Cooperative Research Program project, assisted Seattle Metro in developing new performance measures for innovative services.
- Project Manager of the Public Transportation Network (PTN), an FTA program that used peer-to-peer interaction to promote adopting innovative services and management methods.
- Administered a six-year, $2.6 million effort to evaluate demonstrations of innovative transportation services and techniques for Volpe National Transportation Systems Center.
- Conducted or managed performance audits for dozens of major transit operators throughout California and the Western U.S.
- Project manager for the City of Modesto Long Range Transit Plan.
- Developed policies for distribution and administration of new sales tax funds and Transportation Development Act funds to support paratransit services in Alameda County.
- Directed for Caltrans a legislatively-mandated review of the farebox recovery requirements for claimants of California Transportation Development Act funds. Made recommendations for changes to the law, most of which have been enacted by the legislature.
- Directed a telephone survey to locate potential train commuters, plus an on-board survey of 8,000 current train commuters for Caltrans.
- Directed AC Transit market research surveys of transit riders and non-riders to determine reasons for using or not using transit and desired improvements.
- Conducted a survey of bus operators to determine effectiveness of a new line supervision method for the San Francisco Municipal Railway.
- Member of the Paratransit Committee of the Transportation Research Board, 1995-2000.
- Author of numerous published reports, distributed by the FTA, the Transportation Research Board, and the California Department of Transportation.
- Numerous presentations at professional meetings including the Transporation Research Board, the American Passenger Transit Association, the California Transit Association, the California Association for Coordinated Transportation, the Washington State Transit Association, Indiana Transit Association, and the Symposium for Emergent Commuter Rail Services.
