Parking Management and Policy
- Arlington County Integrated Parking Plan. Co-facilitated a three-day public Parking Symposium, at which community leaders and residents developed a comprehensive set of parking policies for Arlington County, VA. Authored a comprehensive workbook of potential parking strategies to inform discussion.
- "Parking Spaces/Community Places". Lead author of the update of US EPA's parking management handbook. Documented policies and case studies such as car-sharing and pricing strategies to reduce the amount and cost of parking required, helping to achieve Smart Growth objectives.
- Housing Shortage/Parking Surplus. Co-authored this guide for cities, developers and advocates on policies to support new housing through tailoring parking requirements to meet demand. The guide also covered demand management strategies, and infill opportunities on under-utilized surface parking lots.
- San Francisco Better Neighborhoods. Drafted parking legislation to support denser, more affordable housing and transit-oriented development. Analyzed vehicle ownership patterns to support reduced parking standards.
- Hercules Waterfront Parking Plan. Compiled a demand assessment model and shared parking plan for this 21-acre New Urbanist development in Hercules, CA.
- San Francisco Civic Center Parking. Analyzed existing parking supply and occupancy. Devised recommendations to promote mode shift and improve the efficiency of existing provision, to avoid the need for new parking structures.
- TCRP Car-Sharing. Principal Investigator for a $250,000 Transit Cooperative Research Program study, which is assessing the impacts of car-sharing on parking demand, vehicle travel, air quality and mobility for low-income households. This national research study is also examining how public agencies can promote car-sharing - for example, through revising minimum parking requirements, dedicating on-street parking spaces, and providing incentives to developers.
- City CarShare Impacts Analysis. Analyzed the impacts of City CarShare on vehicle ownership and automobile travel. The work, which concluded that each shared car takes seven private vehicles off the street, has formed the basis for a range of public policy support for car-sharing in the San Francisco Bay Area.
- City CarShare BART Impacts Study. Managed a groundbreaking assessment of the ability of car-sharing to increase transit ridership. This study quantified the potential to attract new riders through locating City CarShare vehicles at BART stations, allowing them to take BART and then drive the "last leg" of the journey to destinations that may not be accessible by transit.
- City CarShare Expansion Planning. Writing a range of grant and expansion proposals. Successes have included a major program to improve mobility for low-income households, a project to use car-sharing to promote affordable housing, and expansions to Stanford University and other communities.
- BART Station Access Guidelines. Authored multimodal access guidelines to support BART's strategic policy objectives of increasing the share of walk, cycle and transit access trips. The guidelines are supporting the work of BART planners and engineers, local jurisdictions and partner transit agencies, by outlining BART's expectations and providing examples of best practice.
- Rhode Island Avenue Access Strategy. Managed this project to model access scenarios for a Washington, DC, Metrorail station. The study considered the cost-effectiveness and ridership impacts of alternative access strategies, comparing parking to joint development and feeder bus and pedestrian improvements.
- Balboa Park Comprehensive Station Plan. Authored the first BART Comprehensive Station Plan, for Balboa Park Station in San Francisco. It draws together an array of planning and engineering studies into a concise, accessible masterplan aimed at elected officials, funders and the lay public.
- Napa/Solano Passenger/Freight Rail Study. Developed a feeder transit access plan for future rail stations in Napa and Solano counties. As well as access to homes and employment sites, the plan recommended dedicated visitor shuttles to link rail stations to wineries and other attractions in the Napa Valley.
- Marin SMART Transit Access. Developed a transit access plan for planned rail stations in Marin County. This project also evaluated the potential for co-locating bus hubs with the rail stations.
- Impact Fees. Managed the development of a citywide development impact fee in Palo Alto, CA, to raise money for local transit, Transportation Demand Management, and bicycle and pedestrian improvements. The fee is structured to provide financial incentives for projects that reduce their trip generation impacts.
- Taxicab Regulation. Leading the development of a taxicab regulations strategy in Sacramento, in order to improve customer service, accessibility for seniors and the disabled, and the economic vitality of the industry. In San Francisco, completed a similar project, which drew up an innovative package of regulatory reforms to increase taxi mode share, through improving availability, customer service and integration with the overall city transportation system.
- Regional Ridesharing. Helped analyze regional rideshare programs in San Francisco, CA, and Fort Collins, CO, and developed recommendations to improve their operation, cost-effectiveness and local-regional coordination.
- Strategic Planning. Developed a Strategic Transportation PLan for the City of Palo Alto, including multimodal performance indicators to measure the impacts of investment on all road users. Formulated a methodology to prioritize investments, in accordance with City goals.

- Led the news coverage of this technical magazine and researched feature stories on all aspects of UK transportation policy. Interviewed key figures in the transportaton world, from ministers and government advisors to planning directors and academics.
