- Project Manger for Foothill Transit Fare Restructuring Study. Recommended a fare strategy based on experience with prior fare restructuring, historical trends in ridership and revenue, and objectives to increase farebox recovery ratio to 40%. Study included "secret buyer survey", focus group meetings, and extensive public review process.
- Member of a team to develop a five-year fare strategy for the Regional Transportation Commission's fixed route and demand response service - Citifare and CitiLift. Led the stakeholder interview process, conducted the peer review and facilitated focus groups and the public outreach activities.
- Project Manager for Tulare County Regional Pass Feasibility Study. Evaluated the feasibility and practicality of a countywide fare instrument for the four largest transit service in this rural county. The study included an assessment of the interagency travel market, a peer review, and recommended both short term and longer-term strategies. The study was conducted in close cooperation with the Tulare County Transit Forum.
- Project Manager for the Ten-Year Strategic Business Plan for North County Transit District (NCTD). This project, referred to as FAST FORWARD, developed a long-term vision for the District with extensive input from the Board of Directors, a 25-member steering committee and the public. During the 18-month process, developed strategic goals and objectives, three service scenarios for its network of bus and rail services, the capital requirements to support its short, mid, and long-term plans and financial projections and strategies for supporting enhanced services.
- Developed strategies to fund the capital and operating costs for a proposed Gilroy-Hollister CalTrain Extension including cost sharing strategies for San Benito County, Santa Clara Valley Transportation Authority (VTA) and CalTrain.
- Project Manager for Omnitrans Short Range Transit Plan (FY 2002 - 2006). This was a comprehensive Plan to address the transit needs of the growing Inland Empire region. The Plan developed service and policy recommendations for two scenarios - financially constrained and high growth.
- Deputy Project Manager for the Alameda County Measure B Reauthorization Plan including developing criteria for evaluating candidate projects, developing a cash flow model and evaluating financial strategies.
- Project Manager for studies in both Butte and San Luis Obispo counties, which identified and evaluated alternative arrangements for funding local and regional transit services. Project included projecting capital and operating costs and revenue projections to ensure financial feasibility of recommended cost sharing strategy.
- Prepared capital improvement plans and funding strategies for small city and rural areas as part of their Five-Year Transit Development Plans. Systems include ARTS in Amador County, STAGE service in Siskiyou County, CATS in Butte County, Dinuba Transit, Tuolumne County Transit, LAVTA, Union City Transit, and Basin Transit Service in Klamath Falls, OR.
- Developed strategies to fund a fixed route system based on three levels of investment for the fixed route feasibility study in Bend, Oregon.
- For the City and County of San Francisco, prepared a comprehensive analysis of financing techniques to fund Muni's major capital investments. The study identified and evaluated eight financing alternatives including a peer review to document "real world experience."
- For the City of Emeryville, developed funding plan featuring innovative public-private financing approach for the citywide shuttle service (Emery Go-Round) linking the MacArthur BART station with major employers and retailers. Provided implementation assistance during first year of operation.
- Project Manager for Merced County Transit Consolidation Study evaluating alternatives for consolidating three separate systems into one consolidated operation. Study projected operating and capital costs under one organization and developed a funding and implementation plan.
- Managed performance audits for fixed route and demand response operators and regional planning agencies in both urban and rural areas. Audits included San Luis Obispo County RTPA, the Butte County Association of Governments, Chico Area Transit System (CATS), Butte County Transit, four dial-a-ride services in Butte County and four transit operators in Tulare County including the Tulare County Association of Governments.

Associate Planner, 1988-1992
- Responsible for planning and programming the CalTrain service under the Joint Powers Board (JPB). Prepared the annual Short Range Transit Plan, developed strategies to fund its capital improvement program, and managed the annual grant application program. Programmed projects under the Intermodal Surface Transportation Efficiency Act (ISTEA) of 1991.
- Managed transition-planning functions from State Department of Transportation to the JPB, including data collection and analysis, station improvement program and regional coordination projects. Other duties included preparation of Quarterly Performance Reports for SamTrans Fixed-Route and paratransit services and ten year District analysis.

- Designed and implemented UMTA Demonstration Project - "Regional Transit Connection" Clearinghouse: prepared RFPs, administered contracts, project and budget management ($250,000), liaison to regional transit operators and business community, and program evaluation.
- Developed "AC/BART Plus" Regional Transit Pass and Sales Distribution Plan. Researched alternatives for BART station sales, coordinated activities for booth design, location, specifications, procurement and installation, developed work scope for contractor sales and followed-through with all parties for implementation and evaluation.
