OHSU’s Wage-Based Daily Parking System was awarded the International Parking & Mobility Institute 2022 Award of Merit for Innovation in Mobility, Transportation, or Parking Program.

Oregon Health & Sciences University (OHSU) is one of Portland’s biggest employers and continues to grow in population and campus size. To manage growth without congestion, and improve the commute experience, Nelson\Nygaard developed a 10-year TDM Plan—a flexible and actionable framework that established a 30% employee SOV target by 2028. To meet these targets, a comprehensive package of 34 recommendations was developed to guide OHSU leadership and staff.

Since adoption of the TDM Plan, Nelson\Nygaard has helped OHSU implemented many of the high-impact, high-priority strategies, which included the following:

  • Wage-based daily parking pricing program: spurred by the COVID-19 pandemic, OSHU decided to transition 1,200 annual employee parking permits to wage-based daily parking, resulting in an equitable system that increases employee flexibility  
  • Employee commute platform and trip tracking via Luum: employees are now able to track their parking costs, commute bonuses, reward challenges, and related information in one place. OHSU is also able to collect accurate parking metrics and promote better capacity management and able to maximize utilization of parking facilities through data-driven decisions
  • Daily financial incentives for those that walk or bike
  • Ongoing rewards and challenges
  • A dynamic and subsidized carpool program via Scoop
  • Lyft Off, a partnership with Lyft, to subsidize off-peak trips for shift workers
