
Joshua Engel-Yan, PE
Josh is a dedicated transportation leader and professional engineer with 20 years of public agency and consulting experience delivering solutions to challenging transport problems. A strong believer in “thinking slow to act fast,” Josh is adept at bridging the gap between planning and project delivery in complex stakeholder and decision environments. Josh’s recent career highlights include 15 years at Metrolinx, where he established the Project Sponsor division and project governance approaches to enable the successful delivery of the organization’s $80B capital program. As Program Sponsor, Josh championed a $4.7B tunnelled light rail project from the planning to delivery stage, shepherding difficult decisions through executives, boards, and elected officials. Josh is also a seasoned planning and policy thinker, having played important roles shaping regional strategic plans, creating new frameworks for station area mobility, and rethinking parking’s role in the city.
