Stephen believes planners must always consider the ultimate benefits that will accrue to users, communities, and society when making transportation investments or policy decisions.

Stephen is a planner with more than 10 years of experience in complex transportation policy development, governance, project sponsorship, and infrastructure procurement. Stephen supports clients in both Canada and the United States on transportation projects requiring multi-stakeholder consensus building, creative problem solving, and understanding project interdependencies. He believes that transportation planners and stakeholders must always carefully consider the ultimate benefits that will accrue to users, communities, and society when making transportation investments or policy decisions.

Stephen previously held a variety of roles within the Toronto region's transportation planning and delivery agency, Metrolinx, helping to launch the airport-rail train (UP Express) and supporting the procurement of regional rail expansion (GO Expansion). He also worked within the Ministry of Transportation of Ontario on developing and negotiating the terms of bilateral agreements between the Province and municipalities for the 'Toronto Priority Subways' projects.
